Council D. Allman, Jr. , affectionately known as “Count”,  died peacefully on September 22, 2025 in the Staten Island Care Center at the age of 62.  

Council was born on February 6, 1963 in Staten Island, NY to Council Allman Sr and Mary Elizabeth Allman. He was the younger brother of Timothy, Craig, and Gretchen and the older brother of Christopher, Rhonda, Bethany  and Angela. Council shared many stories about the boisterous adventures they all got into while growing up. He graduated from Port Richmond High School where he was an active member of both the baseball and basketball teams.  He then attended Minot State University in Minot, North Dakota. He became a package car driver for United Parcel Service (UPS) and for over 30 years he was devoted to and beloved by his customers.  

He married Jerelyn Meaders on December 5, 1987, and together they raised two wonderful sons, Daniel and Joseph.  Council enjoyed spending time with and sharing his love of playing and watching sports with his sons. He loved watching them play baseball and football, often shouting encouragement and tips from the sidelines. He had great love for his daughter in law Anna and his granddaughter Danna was the joy of his life. 

Outside of work, Council enjoyed spending time talking, smiling, and laughing with friends and family. He loved fixing cars and spent many weekends in the garage and driveway surrounded by his cars, friends and family members' cars, as well as his many tools and car parts. He loved searching the internet for items to purchase, and fix up.  Although mostly self-taught, he became very skilled at household and car repairs. He was always willing and often called upon to help friends, family and community members with a wide variety of repairs and rescues. Everyone knew they could call on “Count” at any time and he would willingly and tirelessly assist them in any way he could.  He truly never met a stranger.

Council is survived by his wife, Jerelyn; sons Daniel and Joseph; daughter in law Anna; granddaughter, Danna; siblings, Craig, Gretchen, Christopher, Rhonda, Angela; mother in law Elizabeth and sister in law Janeen as well as numerous aunts, uncles and cousins.  He is preceded in death by his beloved parents Council Sr and Mary Elizabeth Allman and siblings Timothy and Bethany.
